Why don't the folders in OneDrive Web and Windows File Explorer match? How should I organize my photo folders?

I'm trying to understand why the folder structure in my OneDrive web version does not match what I see in Windows File Explorer.

Some folders appear in File Explorer but not in OneDrive on the web, and I'm not sure whether this is due to how OneDrive syncs folders or because some folders were created locally on my PC rather than in OneDrive.

Ideally, I'd like to end up with only two photo collections:

Gallery – containing all photos backed up automatically from my iPhone and visible under the Photos tab in OneDrive.

Pictures (or perhaps Past Pictures) – containing older photos or photos imported from other devices and sources. Ideally, this folder would not contain a Camera Roll subfolder if those photos are already represented in Gallery.

If possible, I'd also prefer for older photos in this second folder to be visible from the OneDrive Photos section as well.

Does this plan make sense, or am I misunderstanding how OneDrive organizes and syncs photos?

Can anyone explain why these folders differ between OneDrive Web and File Explorer, and whether the approach above would be a good way to organize my photo library without creating duplicates?
