how do i reset my pc without administrator permissions

I bought my computer and was setting it up with an account. The account created by Windows is a User privilege account not an administrator account. I want to reset my pc to create an administrator account. I don't have any personal files or data on the computer due to this problem.

    You may try reset from Windows Recovery Environment.

    Go to Settings > System > Recovery > Advanced startup > Restart > Choose an option > Reset this PC.
