Unable to verify email address. "The request is blocked."

Microsoft asked me to verify my email address. See the email below. I clicked the blue background "Verify email address" link. Unfortunately, after clicking I received the following error message:

The request is blocked.

As a result of this, I am unable to do it. How to fix this?
