Artifact Signing (Trusted Signing) – email verification link returns "The request is blocked" (HTTP 403)

I'm completing an Organization Public identity validation for Azure Artifact Signing. I've passed the Verified ID / face check step. When I open the email-verification link, Microsoft's vetting endpoint returns "The request is blocked." / "Service unavailable" (a 403 from https://3pc.microsoft.com/vetting/email_accept).

I've already tried, and it reproduces every time:

  • Opening the link in an incognito/InPrivate window
  • Signing in with the exact work account matching the Primary Email (MOLECULENT AB tenant)
  • Different networks, VPN/proxy disabled
  • The link is still within its 7-day validity window

This looks like a server-side 403, not a client/network issue. I have NOT created any duplicate validation requests.
