Does Azure Artifact Signing Still Require 3 Years of Business History for Organization Public Validation?

I currently have a U.S. Organization Public identity validation in progress for Azure Artifact Signing.

I have seen older Microsoft guidance stating that organizations needed at least three years of verifiable business history, but I do not see that requirement clearly stated in the current Artifact Signing documentation.

Does the 3-year business-history requirement still apply to new U.S. Organization Public identity validations in August 2026?

I am only looking for confirmation of the current eligibility rule before continuing to wait on the existing validation request.
