I understand that you have been unable to send or receive email normally since August 6 on both your mobile device and PC, although some messages still arrive in Junk. This is concerning, particularly because you suspect that the account may have been accessed by someone else.
Please note that this is a user-to-user forum, so contributors cannot access your account, review account restrictions, or make account-level changes.
First, sign in directly at Outlook.com using a private browser window, then send a new, plain-text test message to another email account you control. Please confirm:
- Whether the message appears in Sent Items, remains in Drafts/Outbox, or produces a non-delivery message.
- Whether a test message sent back to the Outlook.com address arrives in Inbox, Junk Email, or not at all.
- The exact message displayed when sending fails, with any personal information removed.
Because unauthorized access is suspected, also review the https://account.live.com/activity, change the password, and check Settings > Mail > Rules and Settings > Mail > Forwarding in Outlook.com for anything unfamiliar. Finally, open Settings > General > Storage in Outlook.com. A full Microsoft cloud storage or mailbox can prevent both sending and receiving, and messages sent while storage is full may be returned to the sender. Troubleshoot sending and receiving in Outlook.com
The browser test result and exact sending message will help determine whether this is an account restriction, altered mailbox setting, storage condition, or device-specific synchronization issue.
