VS Code Marketplace Publisher Blocked by HTTP 429 After Successful Extension Publication

Hello Visual Studio Marketplace Support Team,

I am experiencing an issue with my Visual Studio Marketplace Publisher account and need your help investigating it.

I recently published a VS Code extension through the Visual Studio Marketplace Publisher portal by manually uploading a VSIX package.

The extension appeared to be published successfully. However, shortly after the publication, I became unable to access my Marketplace account.

Current behavior:

1. I can successfully sign in with my Microsoft account.

2. Immediately after authentication, I am redirected to an HTTP 429 error page.

3. The error message is:

   "429 - Woah, that's a lot of requests"

   "You might be blocked due to the number of requests exceeding our rate threshold."

4. I can no longer access the Publisher management portal.

5. The public Marketplace page for the extension is also no longer accessible.

I did not use "vsce publish" or an automated CI/CD publishing workflow.

Could you please investigate the status of my Publisher account and extension?

In particular, could you please confirm:

1. Whether my Visual Studio Identity (VSID) has been temporarily rate-limited or blocked due to a Concurrency restriction.

2. Whether the Publisher "tosslib-tools" is currently suspended, restricted, or blocked.

3. Whether the extension "tosslib-tools.tosslib-tool" has been hidden, unpublished, suspended, or removed from the Marketplace.

4. If this is a VSID Concurrency/rate-limit issue, could you please clear the restriction or let me know when it will automatically expire?

5. If the extension or Publisher was restricted due to a Marketplace policy or security review, could you please provide the specific reason and the steps required to resolve the issue?

I have stopped attempting to publish the extension or repeatedly access the Marketplace to avoid causing additional rate-limit requests.

This issue is blocking me from managing my Publisher account and accessing my published extension.

I would appreciate it if you could investigate this issue and help restore access to my Publisher account and extension.
