Unable to install Icloud for Outlook..

WE uninstalled Icloud and icloud for outlook. On reinstallation the mail section is repopulated as before ( gmail and numerous labels. ) if this was a clean install ( we deleted both programs via Apps in settings) how is it the gmail file was repopulated?

After deleting the 2 apps are there other files/folders which should be deleted?

In Outlook Classic the top bar does not include the usual ability to refresh/sync. Calendar and Contacts remain empty. Am using Win 11 pro (which is up to date) on a Dell laptop. Another indication that Icloud for Outlook was prevented from istalling.

I understand this is not an uncommom problem.
