My microsoft authenticator did not transfer all my accounts to my new phone

I know I had all my log ins saved to the cloud. When I did a Samsung smart switch. And redownloaded the app and logged in there was only 1 2 factor account added out of like 5. And I couldn't re add it because it said the numbers were off when I tried to add 2 factor again to the login from the app. Please help
