Hello,

I’m trying to download the official Windows 11 25H2 ISO from the Microsoft Software Download page, but I consistently receive the following error:

“We are unable to complete your request at this time. Some users, entities and locations are banned from using this service…”

Error code: 715-123130

I have also tried using the official Media Creation Tool, but it fails with connection errors.

I have tested both with and without a VPN, but the issue persists.
