If you've lost your Global Administrator access and cannot create a support request through the Microsoft 365 Admin Center, you'll need to contact Microsoft Support directly so they can review your tenant ownership and recovery options.

Since you're unable to open a support ticket from the affected tenant, I recommend contacting Microsoft Customer Support and requesting assistance from the Data Protection team.

Alternative option: Create a Temporary Microsoft 365 Trial Tenant
If you're unable to reach support by phone, another option is to create a temporary Microsoft 365 trial tenant and use it to submit a support request.
You can sign up for a trial subscription via this link Microsoft 365 Business Plans and Pricing | Microsoft 365. This would allow you to create a new tenant following the prompts provided. Once set up, you can access the admin console of the new tenant and submit a support ticket requesting to speak with the Data Protection team on behalf of your previous tenant.
To create a support ticket: In the Microsoft 365 admin center > Help & Support.
In your ticket description, you'll need to clearly explain that you're trying to regain access to your previous Microsoft 365 tenant and need help from the Data Protection team. Here's a message you can use or adapt:
"Hello,
I am the owner/administrator of another Microsoft 365 tenant but have lost access to the Global Administrator account and cannot submit a support request from that environment.
I created this temporary tenant solely to contact Microsoft Support. I would like assistance from the Data Protection team in verifying ownership of the original tenant and restoring administrative access.
I am available to provide any documentation or verification needed to assist with the recovery process."
