For a locked Microsoft/Xbox account where the recovery form keeps returning insufficient information, the supported paths are limited to the official recovery and sign-in flows.

    1. Try the Sign-in Helper first if the reset flow shows verification options that are not recognized or not usable.
    2. Submit the account recovery form again, using:
      • a device previously used to sign in to that account
      • a location commonly used with that device, such as home
      • a working email address that can receive the recovery result
    3. In the recovery form, include as much account-specific detail as possible. For Xbox accounts, Microsoft can ask for the hardware ID of a console used frequently. The guidance also says to include old passwords that may have been used on the account.
    4. If the account was locked and the sign-in page does not show Next, use the aka.ms/ link shown in that window and follow the account reinstatement instructions. After submission, a Microsoft Online Safety support agent reviews the request and contacts the working email address provided.
    5. If a recovery request is denied, it can be retried up to two times per day. Results are sent to the working email address within 24 hours.

    Important limits:

    • If two-step verification is turned on and none of the alternate verification methods are accessible, Microsoft states that support agents cannot send password reset links or access and change account details.
    • If access to all security info has been lost but the password is still known, the sign-in flow can offer I don't have any of these to replace security info, but after replacement there is a 30-day wait before sign-in is allowed.
    • Do not submit repeated reinstatement requests for the same lock event, because that can slow the response.

Based on the scenario described, there is no separate manual recovery path beyond:

    • the Sign-in Helper
    • the account recovery form
    • the account reinstatement form/link shown on the lock screen when the account is locked for suspicious activity or terms issues
