Outlook itself normally uses the name Junk Email rather than Spam, but the folder structure can vary depending on the type of account and the mail provider. From the screenshot alone, it isn't possible to tell whether a junk-mail folder is actually missing or whether it is represented by another folder, such as Bulk.
Could you let me know what type of account is configured in Outlook (Microsoft 365/Exchange, Outlook.com, IMAP, POP, etc.)? You can check this under File > Account Settings > Account Settings > Email and looking at the Type column.
In the meantime, I would suggest checking the mailbox through the provider's webmail interface to see whether it contains a folder named Junk, Spam, or Bulk. That will help determine whether the folder exists on the server but is not currently displayed in Outlook.
If the account turns out to be IMAP and the spam/junk folder exists in webmail but not in Outlook, Outlook can be configured to display subscribed server folders by using IMAP Folders > Query and subscribing to the missing folder. Microsoft documents that process here: Choose which IMAP account folders appear in Outlook.
Please note that this is a user-to-user forum, so contributors cannot access account or server-side mailbox settings. Once you confirm the account type, it should be possible to narrow down whether the folder is genuinely missing or simply named differently.
