Cannot resurrect Onedrive after laptop died

To help narrow down the issue:
- Can you sign in to OneDrive Web at https://onedrive.live.com using the same Microsoft account from the old laptop?
- Do you see any of the missing files there, including under “Recycle bin”?
- What did you spend money on: a Microsoft 365 subscription, extra OneDrive storage, or a repair service?
