I tested this behavior on my end using OneNote Desktop, and I was able to reproduce the same behavior that you described.
In the desktop app, the search appears to work from left to right and in the same character order. It returns results when the search term matches the beginning of the text and follows the same sequence of characters. If you search only for a middle segment of an underscore separated string, it may not return any results, even though that segment exists in the text.
In OneNote for the web, however, I was able to find results by searching for the middle segment without needing to include the preceding part.
