Is Organization Public Trust identity validation currently available in Israel?

Hello,

I am preparing to use Microsoft Artifact Signing to sign a Windows desktop application.

The Artifact Signing Quickstart, updated on May 21, 2026, lists Israel as an eligible country for Organization Public Trust certificates. However, the Artifact Signing FAQ, updated on June 22, 2026, lists only the USA, Canada, the European Union, and the United Kingdom.

Before creating a billable Artifact Signing Account, could Microsoft please confirm:

Is Organization Public Trust identity validation currently available in Israel?

Can an Israeli VAT-registered sole proprietor complete this validation?

Should the Azure billing account be configured as an Organization?

Are there any specific documents required for an Israeli sole proprietor?

Hello Olga,

The current Microsoft documentation has been updated and now appears to be consistent.

As of the latest Artifact Signing Quickstart and Artifact Signing FAQ, Public Trust identity validation is currently available only to:

Organizations in the United States, Canada, the European Union, and the United Kingdom

Individual developers in the United States and Canada

Israel is not currently listed as a supported country for Public Trust identity validation.

Based on the published guidance:

Organization Public Trust identity validation in Israel: Not currently supported.

Israeli VAT-registered sole proprietor: Microsoft has not published eligibility or onboarding guidance specific to Israel for Public Trust validation.

Azure billing account: For Organization identity validation, the billing account should be configured for the legal organization that will undergo validation. The billing account type should match the identity validation type.

Required documents: Microsoft doesn't publish country-specific document requirements for Israel. During the validation process, the verification team may request supporting legal business documentation as needed.

If Microsoft plans to expand Public Trust support to additional countries, there is currently no published timeline. If this is a blocker for your deployment, a Microsoft moderator or the Artifact Signing product team would be best positioned to confirm whether Israel is on the roadmap.
