If Windows 11 was installed on a device that does not already have an activated Windows 11 license for that edition, a valid product key or digital license is needed to activate it.
Ways to get it:
- Buy a digital license in Windows
- Open Start > Settings > System > Activation.
- Select Go to Store or Open Store.
- Purchase a Windows 11 digital license in Microsoft Store.
- Buy a product key from Microsoft online or an authorized retailer
- If purchased digitally, the product key is typically in the confirmation email.
- If purchased as a boxed copy, the product key is on the label or card inside the box.
- Check whether the Surface already has an embedded or existing license
- On a new PC or device that came with Windows, the product key may be preinstalled, included with packaging, or on the Certificate of Authenticity (COA).
- If Windows was previously activated on the device with a matching edition, activation may use a digital license instead of requiring a new key.
If this is the first time Windows 11 is being activated on that Surface, or if a different edition was installed than the one previously licensed, a valid product key is required.
