I assume you are using the free outlook.com service, not the business email service for this scenario, right?
If so, yes, you can make it work, but there can be some limitations -
You can create a new user via https://www.outlook.com. Give it a generic name, instead of your name.
It will still want you to create a birthday, which can be the day the club was founded. However, be careful with the year you select, make sure it reflects an adult, not a minor, so the account won't have limited feature.
You can set up 2FA authentication using the authentication app.
When you step down, make sure you share with the next person the password, and make sure they go into the account https://account.live.com > Security > Manage how I sign in, add authentication app, and add theirs there, then remove yours. That onboarding and offboarding should be information you want to establish for your club.
Some limitations - because it is a new account, and it is a personal account by Msft definition, you will run into daily sending limit. Ease into your sending pattern, try not to use it to send group emails right away.
