Based on Microsoft’s administration model, a service provider or CSP partner may be granted delegated administrative rights to manage a customer’s Microsoft 365 tenant, but those permissions do not automatically make them the owner of the tenant. Delegated access can be granted or removed and is separate from tenant ownership.
Regarding the licenses, whether they are considered the provider’s or the customers depends on the commercial agreement between the two parties. Even if the provider purchased and manages the subscriptions, this does not by itself establish ownership of the tenant or the organization’s data.
It is recommended to review the service and licensing agreements with your IT provider, identify who controls the tenant’s Global Administrator accounts, subscriptions, and domain registration, and gather proof of ownership for any company domains associated with the tenant.
If access has been revoked and cannot be resolved directly with the provider, contacting Microsoft Support would be the appropriate next step. They can review the situation and advise on available recovery options based on the information and documentation provided.
You can contact Microsoft Support via phone service number: Customer service phone numbers - Microsoft Support. The agent will be able to create a ticket for you under the affected tenant and then transfer this ticket to Data Protection team who could help you to regain access.
When a call is made to support, the first step is to provide an automated voice response from AI. Be careful, you won't be able to speak to a support representative if you don't respond appropriately here.

After reaching a Microsoft Support, explain that your organization has lost administrative access to its Microsoft 365 tenant due to a dispute with a third-party provider. Be prepared to provide documentation demonstrating your organization's ownership of the business domain and its relationship to the tenant. Microsoft Support can review the situation and advise on any available recovery options based on the information provided.
In case the phone line is not supportive, you can consider directly submitting a support request as a helpful workaround:
- Create a temporary Microsoft 365 tenant using a trial license: Go to Microsoft 365 Business Plans and Pricing and click Try for free to set up a temporary Microsoft 365 tenant with a trial license.
- Use this new account to sign in to the Microsoft 365 Admin Center and submit a support request on behalf of your primary (locked) account.
- Click Help & Support > then choose Create a support request.
Note: This method doesn't require you to use your new account for your business. The trial account is free for one month. Be sure to delete it after submitting your support ticket to avoid any automatic renewals or charges from Microsoft.
