Welcome to the Microsoft Q&A forum.
Unfortunately, if you are creating your survey in Microsoft Forms, there is no option available that automatically restricts the choices/time slots to a particular number of responses. For instance, you cannot restrict the response for the time slot “9:00-10:00 AM” to two people only. You might consider Microsoft Bookings (if available through your subscription).
