Problems creating addtional subscriptions

I’ve been able to create three subscriptions so far, but each one required a long delay between attempts. I still need to create two more, but I’m encountering the same issue. When I try to create the next subscription, I receive the error shown below. It appears I must wait several hours before Azure allows me to create another one. Can you explain why this is happening and how to resolve it? Thank youUser's image

Based on my research, I found a Microsoft article that describes behavior similar to what you are experiencing:

Based on the article, please wait up to 24 hours before creating another subscription.
