An abandoned domain is preventing our O365 domain certification and migration, no options seem to work

We are in the middle of migrating our service off Exchange.

The domain validation process for primary0.onmicrosoft.com is stalled. Another domain, lets call it sample0.onmicrosoft.com exists and was associated by someone who no longer works for the company. Conditions:

  • Password recovery was never set up for this admin user
  • There is no password history for this account
  • Nobody else was ever added under this domain
  • Nobody at the company knew it existed
  • There is no reseller to go through for sample0, because again, stealth domain
  • We do control the DNS for the associated DNS domain name
  • We can validate through paperwork that we control the DNS domain name

I'll go down the list of suggested activities that I've been informed to follow by our vendor and Microsoft's self-help AI systems:

  1. Recover the password
    1. Password recovery was not set up by the person who abandoned it
    2. I recreated this person's account, all of the usual password choices were tried
  2. Log in to the domain and open a ticket to take over sample0
    1. There was only one account for sample0.onmicrosoft.com, so this is impossible
  3. Contact the reseller to open a ticket
    1. We don't know of a reseller for sample0.onmicrosoft.com, we can't contact an unknown
    2. If we could reach a live person at Microsoft, they could look this up, but see below.
  4. Have the migrating vendor open a ticket on our behalf.
    1. They categorically refuse to do so. I've escalated, and their management says no. Full stop.
  5. Have you tried the in-app MS support agent?
    1. The MS support agent for this issue has NO direct script for when all the steps have been tried and all the steps have failed. I have never been able to get out of the AI loop to an actual person. I have never been able to open a ticket. I have been told multiple things by the AI agent that are also not relevant to solving this issue as well, which has wasted days of my time. But all of the steps prior to 4? Yeah, those are the steps. Done, and failed.
    2. I've also called the MS support phone. This is effectively the same AI support system, but you have to listen to it. This also has resulted in following every step, having others not relevant suggested (open a BI account, really?).

The migrating vendor is a Microsoft partner, but is refusing to open a ticket as a matter of policy.

So, I need to know- can I ever hope to get this abandoned domain de-associated? Can I ever find a way to reach someone at Microsoft who is not an AI bot, and get either:

  • Someone currently at our company added to sample0.onmicrosoft.com, which is completely abandoned and unrecoverable OR
  • Get sample0.onmicrosoft.com disassociated from our DNS entry so we can get on with our lives.
  • We have proof of ownership, we can provide all the legal physical means of proving we are real and this issue is real.

I’m sorry you’re going through this, and I really appreciate you sharing the detailed background of what happened. I understand how frustrating this must be, especially after you have already tried the recommended recovery and self-service options without success. 

Just to gently clarify before we go any further, forum moderators do not have the ability to access, modify, or recover user accounts. Due to security and privacy requirements, issues such as sign in failures, password recovery, and multi factor authentication can only be addressed by Microsoft’s dedicated support teams, who have the appropriate tools and authorization to manage account level settings securely. 

As you have already tried using the Microsoft support agent but were unable to reach a live support representative. Could you please try again using the steps below and specifically request that the case be routed to the Data Protection team? This team specializes in tenant ownership recovery, abandoned tenant access, and domain association/removal scenarios when standard admin recovery is not possible. 
When reaching out, please include any available information that can help prove domain ownership, such as DNS control, legal documentation, affected domain details, current tenant information, and any known details about the inaccessible tenant.  

Steps to proceed:

  1. Sign in to Microsoft 365 admin center with an admin account from your current tenant. 
  2. In the left-hand menu, select Help & support. 
  3. User's image
  4. Describe the issue briefly. For example: "Request assistance from Microsoft Data Protection team for an orphaned tenant/domain release issue." 
  5. After the help pane loads, select the Contact support icon or option.   (If the Contact support icon or option does not appear right away, please copy the same issue description above, paste it into the support box again, and press Enter to resubmit the request.) 
  6. Choose your preferred contact method, such as Phone or Email. 
  7. User's image
  8. Fill in the required information. 
  9. Submit the support request and ask that the case be routed to the Data Protection team or the appropriate Microsoft identity/domain ownership escalation team.
