Benefit Recommendations charges vs FOCUS uncovered compute OD what population does 'charges' represent in the recommendation API?

Hi,
I’m using the Benefit Recommendations API (Compute Savings Plan, Last30Days) and comparing usage.charges to our FOCUS export for the same billing profile and window.

My understanding is that charges is the uncovered on-demand usage the recommendation engine uses to size the additional commitment. On FOCUS, for that profile I’m filtering uncovered eligible compute OD as ChargeCategory = Usage, PricingCategory = Standard, CommitmentDiscountType IS NULL (not covered by RI/SP), and x_SkuMeterCategory in Virtual Machines, Azure App Service, Functions, Azure Container Apps, Container Instances / Azure Container Instances, Azure Dedicated Host, Azure Spring Apps / Azure Spring Cloud.

That FOCUS series is much higher than the API charges series. Because the recommended commitment is driven by charges, the suggested commitment amount looks much lower than we’d expect from FOCUS uncovered eligible OD.

Question: What exact usage population does charges include? Is there a documented FOCUS filter or meter list that matches it?
