Hello,

I already followed the steps mentioned by John Lloyd but it didn't solve it for me. I am a systems admin and many of my users are having this same issue therefore I would like to know if there's any other fix that I may not be considering.

Based on your description, this sounds very similar to a known Classic Outlook encoding issue. A common symptom is the appearance of Asian/Chinese-like garbled characters in system-generated messages such as Read Receipts, Meeting Requests, Email Recalls, and IRM-protected emails.

One documented cause is when the sender's Windows device has the following setting enabled: "Beta: Use Unicode UTF-8 for worldwide language support". Unfortunately, this setting is not fully supported by Classic Outlook and can result in unexpected character encoding behavior in certain Outlook-generated messages.

If the issue persists after applying the recommended workaround, I would suggest using the Report a Problem feature directly within the Classic Outlook application. This helps ensure that the issue is captured by Microsoft with diagnostic information from the affected environment.
