Based on your description, you can sign in to your Microsoft 365 account, but OneDrive and Excel Online are blocked with the error "Access Denied - This page has been blocked as it violates the Acceptable Use Policy." As you are not the administrator and no longer have contact with the person who managed the account, you are looking for a way to restore access to OneDrive or recover your data.

This message usually indicates that Microsoft has applied a restriction to the Microsoft 365 tenant due to a compliance or Acceptable Use Policy (AUP) concern. In some cases, the restriction may be valid, while in others it could be a false positive. The restriction is generally applied at the tenant level and cannot be removed by an end user.
Since you mentioned that you are not the Microsoft 365 administrator and no longer have contact with the person who originally created the account, recovery options may be limited. If the organization associated with the domain still exists, the current Microsoft 365 administrator will need to contact Microsoft Support through the Microsoft 365 Admin Center and provide information needed.
Microsoft Support can then review whether the restriction was applied in error or whether additional remediation is required before access can be restored. Unfortunately, as forum moderator, I do not have access to tenant information and cannot review, remove restrictions, or recover data on behalf of the organization.
