Who in Azure support can reset MFA for a personal account?

I'm attempting to sign into the Azure portal using an outlook.com (personal) account that I've used for 15 years. I'm prompted to enter a 6-digit code from the Authenticator app, but the app gives me only a 6-digit code. I try to send a notification to the Authenticator app, but it never receives it. Upon investigation, it appears that I need to have Microsoft support reset the MFA so I can sign in.

However, I've been getting extreme run-around within Azure support for the past six weeks. Normally, to make a support request, I would sign into the Azure portal and make the request there, but I cannot sign in to begin with. I've tried calling support and ended up with the Data Protection team, where I'm told they cannot help me because it's a personal and not a business account. I've been routed to Subscriptions, Billing, Data Protection, and even a support advisor and keep getting punted around. Just today, they sent me back to support.microsoft.com/en-us/contactus, where the Azure option takes me, once again, to try signing into the portal, which I simply cannot do.

Who can actually help with this? It seems like it should be a simple matter of a five-minute phone call if I can find the right person to talk to, which has been the heretofore impossible task.
