exceeded 5 licenses but only two are active and won't install a third one

Since I purchased office 2007 I've installed it on various devices that were replaced and reinstalled it. I've just purchased a new computer and tried to install office 2007 on it and after inputting the activation code a message popped up indicating that I've exceeded the 5 licenses allowed and no phone support available. I've located a phone number at Global/US General: Dial 1-800-642-7676 but the auto answer refers me to a web site that does not address my specific problem.

I need a live customer agent to check my account and deactivate all non working devices to clear inactive licenses for more installation ability. Who can help me?

    Hi Frank Macchia,

I understand your concern. Since Office 2007 reached End of Support on October 10, 2017, Microsoft no longer provides regular technical support for it. However, this product has been EOS, but you can still try these workarounds.

Before proceeding further, could you confirm whether you are using a retail (boxed) copy of Office 2007 or an OEM copy that originally came with a PC?

Based on your description, it sounds like the activation system is detecting that the product key has previously been used on multiple devices. Unfortunately, users cannot directly remove old Office 2007 activations themselves.

    1. Start an Office 2007 application and proceed to the activation wizard.
    2. If available, choose “Activate by telephone” and follow the prompts shown in the activation window. Microsoft's Office 2007 activation documentation still describes the phone activation process for eligible installations.

If the automated process cannot activate the product, you can contact Microsoft Support and explain that you are reinstalling Office 2007 on a replacement PC and need assistance with activation:

    • Visit  Contact Us - Microsoft Support
    • Select the product or service you're having issue with.
    • Click  Get Home Support
    • Type a brief description of your issue in the search box.
    • Click Get Help  and select  Contact Support  below.
    • Go to the Products and services tab, and choose the appropriate product.
    • On the Category tab, choose the appropriate category or an alternative option.
    • Go to  Confirm.
    • Look for and select "Chat with a support agent in your web browser" (during business hours) if available. Explain your situation clearly.

Please kindly note that this is a public community forum, I do not have the ability, tools to unblock, recover accounts or bypass security. Only Microsoft’s official recovery process can restore access.
