Cannot create UHRS LXT account - "Account creation has been blocked"

Hello,
I was given the email ID ******@hotmail.com by my employer LXT/Clickworker to access UHRS.
When I try to create this Outlook/Hotmail account, I get the error: Account creation has been blocked.
Microsoft Support Chat told me to contact my partner. Can someone from the Microsoft Partner team please whitelist this ID?

I don't understand. Perhaps you were assigned that hotmail email address so you could sign in to UHRS?https://prod.uhrs.playmsn.com/judge/views/login

I think they mean that you should contact LXT/Clickworker.
