Real-time voice or video communication between users on mobile devices or computers
Tried changing region/language same error every time. Logged in/out between changes and tried without logging in/out, same error message. Microsoft know of the issue but have no fix!

Try use a different browser, or use the browser in incognito mode, and see if it helps.

Is there a specific error when you updated billing address?

I've seen many other users with this same error lately but typically filling in the language field would help.
However, a few users had to change the country to something else, then change it back to what you want, in order for you to go through. Have you tried that as well?
Can you go to https://account.live.com > Your info, make sure the language field is not blank or incorrect. Make sure you have it set up to the correct language. Review your country and region as well. Make sure they are correct. Then update your billing address again, and see if that helps.
