The reason you can only recall messages within your organization is because the message recall feature is not a universal capability across all email systems. It works only under very specific conditions.
When you recall an email, you’re not actually “pulling it back” from the recipient’s inbox in a universal sense. Instead, the recall action is a server-side instruction within the same organization’s mail system (Exchange) that tells the recipient’s mailbox to delete or replace the message provided certain conditions are met.
Within your organization (same Microsoft 365/Exchange environment), the server can communicate directly with both mailboxes, so recall may succeed (depending on whether the email has been read, rules applied, etc.).
Outside your organization (external recipients), external mail systems (e.g., Gmail, Yahoo, other companies) do not support or honor Microsoft’s recall request.
Once the message leaves your organization’s mail server, you lose control over it completely. There is no cross-platform standard that allows one system to delete an already delivered email from another system.
Because of these technical and security boundaries, there is no setting or configuration available that would allow recalling emails from all recipients globally. Allowing such behavior would raise significant security, privacy, and trust concerns, since it would mean one organization could modify another organization’s mailbox content.
This is a fundamental design constraint of email systems and how independent organizations manage their own mail environments.
While full recall isn’t possible externally, you can use delay send/ schedule send to create a short delay before emails are actually sent to give you a second chance to fix your emails.
