Is it possible to limit Microsoft forms submissions to 1 per person, per week? Or do I need to make a new form every week I want to allow responses from the same people again?

Unfortunately, Microsoft Forms does not have a built-in option to limit responses to one submission per person per week.

I can suggest something similar. You can limit to one response, If you enable "One response per person", each signed-in user can submit only once for that form. They won't be able to submit again the following week unless you remove their response or create a new form. Or you can create a new form each week: This is the simplest approach if you need participants to submit once every week.
