unable to log in to Microsoft account when loading up new laptop

Bought new laptop, when it got as far as logging into Microsoft account, there is a problem. It won't let me log in using my Microsoft password, didn't work, changed password to a new one, still didn't work. Tried email and password, didn't work, even though that still works on old laptop. Tried getting codes sent to 2 different email addresses, didn't receive one, came up with message 'We couldn't send the code. Please try again.' Tries getting code sent to mobile number, won't accept last 4 numbers are correct, even though they are, so cant get code on that either.
