This behavior can’t be fixed from the client side. The account is in a state that requires Microsoft support to intervene on the backend.
For Public Trust certificate issues where:
- Certificate profiles stay in Failed with a blank subject and no certificate is issued, and
- Deletion of the failed profiles in both the Azure portal and
az trustedsigning certificate-profile deletereturns generic errors,
the supported path is:
- Do not keep retrying deletes via CLI/portal for the stuck profiles; the errors indicate a backend problem, not a parameter issue.
- Open a support case with Microsoft for Artifact Signing and provide:
- Subscription ID and Artifact Signing account name.
- Certificate profile names.
- Correlation IDs for both the failed creation and failed deletion attempts.
- If misuse or abuse is suspected (not indicated here), follow the misuse/abuse contact path; otherwise, standard Azure support is appropriate.
Once Microsoft clears or fixes the stuck profiles and any backend validation/issuance issue on the account, new Public Trust certificate profiles can be created and should issue correctly.
