PCle USB 3.0 Card will not work for mouse and keyboard

I have installed a Conceptronic 4 port USB 3.0 PCle Card (model EMRICK02G) on a Lenovo ThinkCentre neo 50s Gen 5. I have connected an internal power supply.

A TpLink usb WiFi/Bluetooth works fine. USB 2 or USB flash drives work fine. Portable usb hard drives will also work when plugged in.

Unfortunately a wired or wireless mouse or keyboard or webcam will not work when plugged in to the USB ports on the PCle card.

A wired mouse will work properly when I am in the Bios settings.

A wired mouse will work properly when in safe mode

A wired mouse will NOT work when I perform a clean boot alowing only microsoft services.

A wired mouse will work for a few seconds when loading Win 11 normaly up to the log in screen. Then as Windows continues to load, the mouse stops or becomes very jerky and impossible to use. Similarly a wired keyboard or a webcam will not work. They work fine on the other native USB ports.

I have disabled power saving in power management but this does not help. It makes no difference if I use the latest driver or the basic Microsoft driver. I have also disabled core isolation memory integrity in Windows security but that does not help.

I have tried changing the PCLe speed settings in the Bios from Auto to Gen 2 but this does not help.

It appears if a Windows process is blocking the communication of any mouse, Keyboard or webcam conected to these ports although other devices work normally.

Your advice would be appreciated.

Based on your results, the PCIe USB card itself is now functioning correctly after the driver reset and power management changes. However, the key finding is that the issue only occurs when the TP-Link AC600 WiFi adapter is connected to the same card. With only a mouse and webcam attached, everything works normally, but adding the WiFi adapter causes all HID devices (mouse/webcam) to fail again.

This suggests the problem is not purely power-related, but more likely a USB controller limitation or bandwidth/resource conflict on the PCIe card. Some USB controllers handle storage/network adapters fine but struggle when mixing continuous data devices (like WiFi adapters) with low-latency HID devices.

As a practical solution:

  • Avoid using the WiFi adapter on the PCIe USB card
  • Plug the WiFi adapter into a native motherboard USB port instead
  • Use the PCIe card only for simpler peripherals (mouse, keyboard, webcam, storage)

Although the card is listed as Windows 11 compatible, this type of mixed-device behavior is not uncommon with certain USB controller chipsets.

Based on your symptoms (works in BIOS/safe mode, briefly during boot, but fails once Windows loads, and affects only mouse/keyboard/webcam), this points to a driver-level incompatibility with the PCIe USB controller rather than hardware or power. Windows takes over USB handling after boot, and if the controller’s chipset isn’t fully compatible, HID devices (mouse/keyboard) often fail while storage devices still work.

Try reinstalling the USB controller from Device Manager (remove all USB controllers tied to the card and reboot) and ensure USB power management is fully disabled, but in many cases like this the reliable fix is to replace the PCIe USB card with one using a better-supported chipset (e.g., newer ASMedia or Renesas), as some controllers do not handle HID devices correctly in Windows 11.

    Thank you very much for your helpful reply. Deleting the driver and rebooting helped. I also switched off all power saving for USB and PCle in power management. Then a mouse and webcam connected to the device worked fine when these were the only devices connected. For what it's worth I also did some tweaking using the MSI utility.

    However, as soon as I plugged in my TP link AC600 WiFi adapter it worked fine but the mouse and webcam stopped. Witout the WiFi adapter the mouse/webcam work. I am wondering if maybe this was the real culprit, because most of my testing was done with the WiFi adapter also plugged in. *

    So my conclusion is that plugging in the TP link to the card causes too much power drain, or maybe a data bottleneck that interferes with the signals of other devices like a mouse and webcam.

    *Evidently the Conceptronic website says this card is compatible with Windows 11. But it needs an internal sata power cable to work. On my lenovo ThinkCentre 50s Gen 5 the power or data transfer using the PCle slot may be limited.
