Dear Microsoft Support,

I am requesting assistance regarding a BitLocker-protected Surface device that is currently locked and requires a BitLocker Recovery Key to boot.

Unfortunately, I do not have access to the recovery key. I have already checked the Microsoft account that I believe may have been associated with the device, but no BitLocker recovery key is available there.

The device may previously have been connected to an organizational domain or managed environment, and I am trying to determine whether the recovery key might have been stored elsewhere or associated with another account.

I am the legitimate owner/user of the device and can provide any information required for verification, including the device serial number, proof of purchase, and any additional details you may need.

Could you please advise whether there is any way to locate or recover the BitLocker Recovery Key, or confirm if it is associated with another Microsoft account or organization?

Make sure you're checking every Microsoft account you've ever used on that device, not just your primary one. Sometimes a key gets tied to an account that was used briefly during setup or a previous owner's account.

Note the Key ID (first 8 characters shown on the recovery screen) — this tells you whether the key belongs to your personal account or a different one.

If the device was ever used at a school/company, contact their IT admin; they hold the key in their tenant, not your personal account.

If the key truly can't be found anywhere: A clean Windows reinstall is the realistic path.

I have already checked all Microsoft accounts that may have been used on this device, including my primary account and any other accounts I could remember. Unfortunately, no BitLocker recovery key is available in any of them.

The device was previously connected to a domain/organizational environment, but I currently do not have access to the organization's IT administrator.

Could you please confirm whether this Key ID is associated with a personal Microsoft account or an organizational tenant?

Also, is there any other method available to identify the account or organization where this recovery key may be stored?

Microsoft Support doesn't have the ability to retrieve, provide, or recreate a lost BitLocker recovery key.

All the options are listed at Find your BitLocker recovery key. It sounds though like you know this already and that the recovery key is in an environment you don't have access to. Therefore, the only remaining option is to erase the device and reimage it. Here is the link for that:
