Invoice PDFs not attached to "Your Microsoft Invoice ... is ready" emails

Every month I get an email from Microsoft/Azure with the title "Your Microsoft Invoice GXXX... is ready"

This email normally includes the invoice as a PDF attachment. This month the PDF was not attached (despite there being a reference in the email that an invoice was attached).

There is a setting inside the billing profile for "Get invoices in email attachments" it is set to on.

I have multiple billing profiles and all of the emails for those invoices were missing the PDF invoice attachment this month.

Is this a bug? Can anything be done on my end to get the attachments added to the emails next month?
