Recovery image file is too large

The recovery image is stored on a USB drive that must be formatted as FAT32 so the Surface/PC can boot from it. FAT32 has a maximum single-file size of 4 GB. If the recovery image (or one of its files) is larger than 4 GB, it cannot be copied directly to a FAT32-formatted USB drive as a single file.

For Surface recovery media, the supported method is:

1. Use the built-in Recovery Drive tool to create the USB recovery drive (this formats the USB as FAT32 and copies required boot utilities):
   1. Insert the USB drive (64 GB is fine).
   2. In Windows, search for recovery drive and select Create a recovery drive.
   3. Approve the User Account Control prompt.
   4. Clear Back up system files to the recovery drive, then select Next.
   5. Select the USB drive, then Next > Create.
   6. When it finishes, select Finish.
2. Open the downloaded recovery image .zip file.
3. Select all files inside the opened .zip and copy them into the prepared USB recovery drive.
4. When prompted, choose to replace files in the destination if asked.

This process avoids copying a single oversized file directly and ensures the USB is correctly prepared as bootable recovery media.

If instead working with a generic Windows installation image (for example, a large install.wim from an ISO) that exceeds 4 GB, the image must be split into smaller .swm files before copying to a FAT32 USB. This is done with DISM’s /Split-Image option, after copying all other files from the ISO to the USB, so that no single file exceeds the FAT32 4 GB limit.
