i was charged twice for my microsoft 365 account. I think there is another account opened under my name. I would like to merge both accounts into one.

You will have to cancel the subscription for one of the accounts. It isn't possible to merge separate accounts (as stated by the AI bot).

    If there is no other order or if there is no other subscription that is present on your account via https://account.microsoft.com/billing/orders this means that the payment method or the card that you are using got caught somewhere from the last time that you have used it and this has caused an unauthorized charge and in this case it is best to reach out to the bank to block and replace your card to avoid additional or future unwanted charge/s. It is also a good measure to temporarily lock it from the bank's website or the bank's mobile app as soon as possible and request for a refund from the bank from the fraudulent charge that happened.
