ACCESS TO MICROSOFT OFFICE

Work through these checks to identify why access to Office is being denied:

1. Confirm whether the message is about licensing or permissions
   • If the message says something like “You don't have access to Office apps right now,” this usually means the account or device is blocked by an organizational policy (for example, conditional access in a work or school environment). In that case, contact the organization’s Microsoft 365 administrator to verify:
     • The account is still licensed for Microsoft 365/Office.
     • The device meets all conditional access requirements (joined to the domain, trusted, on the corporate network, and any required multi-factor authentication completed).
2. Check for Information Rights Management (IRM) or restricted file permissions
   • If the issue occurs only when opening specific documents (for example, “Access denied” or similar when opening a file), the file may have restricted permissions.
   • Try these steps:
     • Sign in with the correct account that should have access to the protected file.
     • If a message bar appears about permissions, select View Permission (or Change Permissions if available) to see what actions are allowed.
     • If a message indicates the Office version does not support the protection policy (for example, sensitivity labels with dynamic watermarking), update Office to the latest version or open the file in Office for the web.
   • If access is still denied, request the file owner or IT admin to grant the correct rights to the account.
3. If the error appears when starting a third‑party add‑in
   • If the “Access Denied” message appears only when launching a third‑party Office add‑in (especially on devices originally sold with Windows 10 RS5 and preinstalled Store/“Centennial” Office), run the Office Online Repair tool on the device. This removes the old Store-based Office packages and fixes restricted permissions on required .NET/PIA files so add‑ins can load.

4. If Access (the database app) reports no license on this machine
   • If the specific error is “Microsoft Access can't start because there is no license for it on this machine” (for Access 2007/2010), the cause is a registry permissions issue.
   • The documented fix is to adjust permissions on the relevant registry key under HKEY_CLASSES_ROOT\Licenses\… so that Administrators own the key and the Everyone group has Full Control. This must be done carefully using Registry Editor and only by someone comfortable with registry changes, as incorrect edits can affect system stability.
5. If none of the above match
   • Note the exact wording of the error message and whether it appears when:
     • Launching any Office app (Word, Excel, etc.),
     • Signing in to Office,
     • Or opening specific files.
   • With that exact message, support or an administrator can map it to one of the known causes above (conditional access, IRM restrictions, add‑in/PIA issue, or registry/licensing issue) and apply the corresponding fix.
