I understand you are having a problem with a new Microsoft account opening the Microsoft Learn / Skills Fest page in Japanese instead of English. I am happy to help. Please reply with the following details:
- Is the Skills Fest page opening in Microsoft Edge, Chrome, or another browser?
- Is the account a personal Microsoft account or a work/school Microsoft 365 account?
Please try the following steps if your account is personal:
- As a quick test, change the page URL to English
If the page address contains a locale such as /ja-jp/, replace it with /en-us/ and then reload the page.
- Check the browser language first
Pages can appear in the wrong language based on your browser language settings, see: Check or change language settings - Microsoft Support
- If you are using Microsoft Edge, move English to the top and set Edge to display in English
- Open Settings and more > Settings > Languages
- Add English if needed
- Select the three dots next to English
- Choose Display Microsoft Edge in this language
- Move English to the top of the preferred languages list
- Restart Edge
- Review your Microsoft account language settings as well
