Using Outlook for Android for personal email and calendar management
If your account requires you to sign in using two forms of identification, such as a password and a verification method (through a recovery email address, phone number, or authenticator app), this means that two-factor authentication (2FA) is enabled.
Another way to confirm this is if you received the error message, "Your request will be ignored because you have 2FA enabled," when submitting an account recovery request through the web form.

You may try resetting the password first if you have access to your linked verification methods on account.microsoft.com > click on "Forgot Password" > provide the codes from your verification method > then reset the password.
If you do not have any linked verification methods for a password reset and you have confirmed that you do not have 2FA, I'm afraid the only way to recover the account is through the account recovery web form: https://account.live.com/acsr
You'll need to keep trying until you're verified by Microsoft, and you can do this up to 2 times every 24 hours.
