Invitation link for family sharing is not working

I sent an invitation to my father in law for my family subscription to Microsoft. When he tries to accept, however, he constantly gets a message saying, "Looks like this invitation link is not working." Below it states, "1 more stop to go: Please ask organizer to go to Subscriptions tab on account.microsoft.com and click on Start Sharing for you." I looked for this, but could not find it. Any help would be appreciated.
