To update security contact info when both the phone and email are no longer accessible, use the account recovery and backup security-info flows.

    1. Start from the sign-in page for the Microsoft account and enter the username.
    2. When prompted for a verification code and none of the listed methods are accessible, select I don't have any of these.
    3. Follow the prompts to recover the account. This process will ask for additional information to verify identity (for example, other details about the account). Complete as much as possible.
    4. Once access is restored, immediately update security contact info:
      • Go to the Security basics page at https://account.microsoft.com/security and sign in.
      • Select Advanced security options > Get started.
      • Add a new email address or another way to sign in or verify. A security code will be sent to the new method; enter it to confirm.
      • Remove the old, inaccessible phone/email by selecting the verification option and choosing Remove.

If verification codes are not arriving and there is still no access to existing methods, again choose I don't have any of these during sign-in and follow the guided prompts to update backup security info.

Avoid changing all security info at once in the future, as this can cause the account to be restricted for a period of time.
