Can not register a Windows device under my Microsoft account

Trying to register a few surface devices in my Microsoft account and receiving an error message when using the serial number.
Error message says

- Are you signed in with a personal Microsoft account or a work/school account?
- Are the Surface devices brand new or previously owned?
- Have these devices already been registered to another Microsoft account before?
Sometimes this happens if the device is already linked to another account or if there is a temporary issue on Microsoft's end.
