Problem with completing the validation of the Public Artifact Signing Account Certificate bc of billing org type

I need to create a Public Artifact Signing Account Certificate and I keep getting this error. This subscription cannot be used for organization identity validation as the billing account type associated with it does not indicate ownership by an organization. I setup a new azure acocunt but it still gives me the same error. This has been setup for my company for 20+ years. What can we do to resolve this issue?
