Signing into Hotmail account says I have entered an incorrect password too many times on the first try

The past few months I have been experiencing increased difficulty signing into my Hotmail email account via web browser. For amplifying information, my personal phone number, and a backup burner email are both linked to my account. I have a few personal devices that I sign in using a web browser (as opposed to an app), and multiple desktop devices at work. I also often move regions for work-related purposes, often in a secure room where I cannot have my personal phone. I always click "no" when asked to stay signed in.

Every time I sign in, and request to use my password instead of a text message code, it says I have tried to sign in too many times with an incorrect password, even when certainly entering the correct password on the first attempt. When I do sign in using a code sent via SMS text, upon checking account security there is no unusual activity, no failed sign in attempts, no successful sign in attempts that weren't me, nor suspicious setting changes.

On numerous occasions, I have tried to sign in via SMS text code, and given the error "This isn't working right now - sign in another way'. In this event, I am totally unable to access my email until the SMS function is working.

I just want to be able to sign in using my password, OR override that via a text message / separate email in case I forget said password. My two-factor settings, from the security page, are off, while "receive alerts" via SMS is checked on. What additional settings could be interfering with my sign in problems?
