Lost my phone - trying to setup Microsoft Authenticator on new one - requires authenticator?

Hello, about a month ago I lost my phone.

Now I have already got a new one, and recovered my Mobile Phone number with my mobile provider.

When reinstalling the Microsoft authenticator I need to login to my outlook account.

Since using the authenticator is out of question (its what I am trying to reinstall), I choose "send a code to my phone number" but it is throwing an error.

When I used send a code to my recovery email, it worked but then said I needed a 2nd factor anyway and so I needed the authenticator code.

Having my phone number and access to the recovery email should be enough to login?
