Authenticator app not backing up on old phone to transfer to new one

I have tried everything under the sun it feels like. I just got a new phone and am trying to get authenticator working on it but when I try to backup to the cloud on my old phone it loads forever and then says "something went wrong, please send us logs". It's an android to android transfer, I've tried going to the Microsoft security info page and added my new device with the QR code and switched it to be the main thing and it still sends the code to my old phone, and I even deleted my old phone from one of my authenticator things but I have yet to find out if I just messed it up or if it worked. I added (I think) all of my accounts to the new phone manually but I don't know if it will even work at all with my new phone because it isn't sending the notifications. I just need it to send the notifications to my new phone and it won't. I need it for my school accounts and my work accounts and I can't get it figured out.
