I've been locked out of my primary email

So, my primary email (to which I have maybe 3 dozen passwords organized in a one-note document, for various organizations ranging from shopping accounts to government website accounts) has locked me out for the past... I'm going to say 2 weeks now. Since a time before that I cannot remember, my smart phone maybe for a few months before the lock out from my email, has not been sent codes per request, I remember a time before when this happened and I had (I believe live) contact with support and this was explained was due to repeated attempts (which was caused likely by my impatience and/or a lack of response from the code messages). The back up email that was there for a long time has been dead for a few years, this one from yahoo that I have not used in years which has been deleted as a result.

I had filed the form that allows me to unlock my email and change my password. The form has been sent in and they had felt I had confirmed me as the owner of the email I am trying to recover. I feel like there one problem that has happened with a previous attempt to unlock my email (during this incident), I added my new temporary email in a list of the alt means of contacting me which includes the dead email and my "blocked" cell number. I am unsure if the new email would be contacted or used for my initial sign in, and am worried that I could be stuck. Could I get some one to unblock my phone number?

The phone number and verification limits are controlled entirely by Microsoft’s automated security systems and cannot be manually overridden by forum moderators or standard support agents for consumer Outlook.com accounts.

Based on the described situation (no codes to the phone for a long time, dead backup email, multiple recovery attempts, and now being locked for about two weeks), the only supported options are:

    1. Stop repeated attempts and wait out the block
Excessive or repetitive requests for verification codes or sign-in attempts can cause temporary or even longer blocks on a phone number or account. During this time, codes may not be sent at all.
      • Do not keep retrying sign-in, password reset, or code requests, as this can reset the cooldown and extend the block.
      • Wait at least 24 hours with no attempts; if nothing changes, wait longer (up to about a week) before trying again.
      Relevant guidance:
      • Blocks can be triggered by unusual activity or high volume of requests, and sometimes the only resolution is waiting for the block to clear automatically.
      • See: “How to fix ‘Try another verification method’ error message” and “I'm not getting my Microsoft account verification code” in the verification-code troubleshooting article.
    2. Try another verification method or network when the block eases
      When allowed to try again:
      • On the sign-in or security prompt, choose another verification method if available (for example, alternate email that is still valid). If the new email address was successfully added as security info, it can be used to receive codes, but only if it appears as an option on the sign-in/security screen.
      • Try from a different network (switch between Wi‑Fi and mobile data, or use a different Wi‑Fi) and a different browser or device, as recommended in the verification-code troubleshooting steps.
    3. Use the Sign-in Helper and account recovery paths
Since this is an Outlook.com / Microsoft account sign-in issue:
      • Use the Sign-in Helper for Outlook.com account blocks: Sign-in Helper. This is the official starting point when an Outlook.com account is blocked.
      • If the account is locked due to suspicious activity and the normal unblock flow fails, follow the guidance under “Unblock my Outlook.com account” and “When you can't sign in to your Microsoft account” from that article.
      • If the account recovery form has already confirmed ownership, follow any instructions sent to the contact method that was accepted in that process. Only the methods shown on the sign-in/security screens can be used.
    4. If codes are not arriving at all
The verification-code troubleshooting article lists additional checks:
      • Ensure the phone is not blocking texts from unknown numbers.
      • Confirm the phone’s SMS inbox is not full and that the messaging app is working.
      • VOIP numbers cannot be used for verification; a mobile number is required.
      • Avoid repeated requests for codes, as this can cause or extend a block.
    5. What cannot be done
      • There is no supported way for community moderators or standard support channels to “unblock” a specific phone number or manually push a code for a consumer Outlook.com account.
      • If the only remaining security info is a dead email and a blocked phone number, and no other verification method appears on the sign-in screen, recovery may depend entirely on the automated systems clearing the block and accepting the recovery form.

In summary, unblocking of the phone number is not something that can be done manually by support; the system must automatically lift the block after a waiting period with no further attempts. Then, retry using the Sign-in Helper and any alternative verification methods that appear (including the new email, if it was successfully added as security info).
