I cannot change my primary alias

For months, I have been trying to change the primary email address of several of my accounts, but with this specific account, it just isn't working. I am trying to move it to a new email address within my personal domain, something that I have often managed to do in the past and that always worked, except for this account.

I have already tried another new email address within my domain, one from Outlook, and even one from Google, but none of these seem to work. So it seems there is something wrong with my account settings. It is just a standard Microsoft account, not under a family account or any other funny business that would prevent me from changing anything.

Also tried with 2FA on and off, a different browser, different device but nothing seems to work.
